Here is a quick guide to getting started and playing as soon as possible!

Create an OOC account - Make an out of character account
Read the Rules
Follow the steps in the Character Creation Guidelines
Create your character
Wait for approval
Get approval
Start playing!

See, not that hard, just follow those steps and get to playing!
