Uh...since it was implied that Haven Alumni only need to link their old Haven City Character Applications, I'll only say one thing to make it clear, I guess...
Hibiki's name follows the Japanese "Surname first" format, meaning his first name is Hibiki and his surname is Himura! If anyone wants to know the Etymology of his name, the intended meaning is "Echoes of a Scarlet Village", hinting at his past as a sacrifice to a water spirit in a village cut off from society that still believed in such things, but I'm not saying things like that aren't real, however....

THE STORY
Hibiki grew up in a remote village deep in a forest, far from civilization. His village had a cruel tradition of sacrificing one male child every 16 years via a slow and painful torture process in which one was slowly drowned in water as it dripped into a chamber. The victim had no hope of salvation, should they change their mind; the victim would be tightly bound to a pole in the centre of the room with no chance of escape. It just so happened that he was unlucky enough to be born on the very same day that the last sacrifice had been made, and thus he had been selected as the sacrifice for the next ceremony. From a young age, he had been constantly reminded of this fact and was always taught to be ready to give his life for the cause of appeasing the spirits of the lake. And he learned to accept his fate, until one day he met a young wandering maiden from a nearby village, and decided to run away with her. They were caught, and he was forced to undergo the ritual a year early in order to "preserve his purity" but it was too late. Already he had seen the joys life could contain, and he no longer wished to give his away, even if it meant that he would bring destruction upon his whole village by doing so. He escaped from the chamber and took his newfound friend in hand, making a mad sprint for the exit. Just as he opened the door to exit the sacrificial building, he came upon the Nurikabe estate, leaving his only friend behind in the village...
THE MAIN CHARACTER
Hibiki is a very quiet and reserved boy, and is very considerate of others as he was taught so from a young age. He is also rather feminine; having never been allowed out of his father's mansion he took up hobbies such as calligraphy, cooking and cleaning. He loves to sing but he's rather shy; perhaps if you're lucky you might catch him singing "Sakura Sakura" or similar folk songs but as of yet he's too shy to perform in front of an audience... He is also fond of drawing and likes to make sketches of people he likes, although he's not very good at drawing... Also as a result of a secluded life he had a shockingly low knowledge of the outside world and the modern lifestyle, having grown up in a small, remote village. As such, a lot of the things we would consider everyday startled him to no end, and it was a common occurence to see him fleeing for his life... From a mobile phone. Now since living in Haven City, however, he has become acquainted with the modern lifestyle and knows how to use most of the technology available in 2016, but that knowledge might not serve him very well in this new land...
Due to his childhood of not having been taught very much, Hibiki is still filled with a huge child-like sense of curiosity and hasn't really matured; still acting childish in many ways. After all, he was babied quite a lot and treated as special since he was the sacrifice. He has quite the aptitude for learning and loves to study anything and everything he can, gaining as much knowledge as he can about the new world he's been thrust into. He loves to explore and wants to experience as much as possible now that he has the ability to move about freely and go wherever he wants.
Hibiki also has a fondness of music, especially traditional music. He has a wonderful singing voice and is fond of singing, especially folk songs like Sakura Sakura (one of his favorites) and Donguri Korokoro. Another song he loves is one he heard his friend singing: Hitori Omou. On the other hand, he hates rock and dubstep as the harsh sounds completely clash with what he's used to and mess with his hearing since he dislikes extremely loud noises.
THE POWERS
Hibiki discovered his hidden talent for hydrokinesis when he was trapped inside the water chamber; his desire to escape led him to manipulate the water into sending a massive torrent of water straight into the door which barred his way, allowing his friend at the time to run into the room and cut him free. A large downside to this, however, is that he is extremely prone to burns of all kinds (especially sunburns) and they take a day longer to heal on him than they would on a normal human being. Another downside to this power is that he does not possess the ability to create water; only to control it. This means that if he were stuck in a desert he would have no chance of survival whatsoever; he would be left completely helpless. Also, he can only manage to keep this trick up for so long; because the magic required to control that much water at a time is so great, he quickly tires from the mental pressure. As of the moment, he possesses the ability to do this for two posts before being completely exhausted to the point of almost passing out. Also, as mentioned earlier he needs access to a huge water source to be able to do this. The spell can reach anywhere within his magic zone, which he has now developed through training to about 10 metres. After the water exits that zone the effect of his magic on it begins to lose momentum and will eventually return to a standstill as it follows the laws of nature once again. The cooldown period for this ability is 5 posts.
On the other hand, controlling smaller amounts of water is a lot easier; he possesses the ability to even make water levitate and it becomes completely under his control... For only as long as his brain can cope. He has been training to further this ability, so now he can draw a fairly reasonable amount of water from faucets or pools and mess around with it for about 5 posts before getting exhausted from the magic usage. This ability requires a 3 post cool down period.
Another trick he possesses is the ability to turn any water into a pool of healing in order to heal small cuts and wounds in a matter of hours rather than the usual period of a few days. The water also replenishes his energy more quickly; allowing him to soak in the water for one post lets him recharge about 50% of his magic energy, as well as revitalizing his spirits and physical body too.. Unfortunately he only heals if he manages to soak the wounded area in the water for the time it takes to heal, rather than just having it heal itself after touching it. The healing effect of the water also fades after two posts, meaning that the spell has to be used fairly frequently. As of yet, Hibiki hasn't discovered this secret skill of his and thus has never used it knowingly so far. This spell is a lot less strenuous than others and he doesn't need to use it constantly, so he can probably cast it around 20 times in a day. He can cast this once per post.
The last trick that Hibiki can perform is that he has the ability to sit on clouds; he has the natural ability to control the cloud and bring the water droplets from a cloud together underneath him, forming a platform of water inside the cloud for him to sit on. An upside of this is that he will always have a nice, comfy chair to sit on as long as there is a nearby cloud. Unfortunately, he cannot do the same trick for his friends, and thus they are doomed to never know what it's like to sit on a cloud... The trick also has no use in combat either, unless he wishes to evade his target or flee. This is probably the trick that requires the least amount of magic power for him, although he can only perform this if there is a nearby cloud. He can keep this trick up for around 5 posts before becoming mentally exhausted. He needs a period of two posts minimum in order to recharge before using it again.
